How to Get an Ozempic Prescription in Quebec (2026)

Ozempic's Health Canada authorization is for type 2 diabetes; a doctor may prescribe it off-label for other reasons, which the CMA notes is lawful and is a decision between a patient and their prescriber (CMA). That fact doesn't change by province — it's the backdrop for everything below, including how Quebec's own prescription drug insurance system treats Ozempic once you have a prescription. Your family doctor. RAMQ "pays for services covered by the Health Insurance Plan when rendered to insured persons," and a participating health professional "cannot bill you for these services" (RAMQ, Obtain information on covered services) — so a regular visit for a medically required consultation carries no direct charge to you. As in every province, the real advantage isn't the billing — it's that a doctor who already has your chart is better positioned to document history and follow up over time.

A walk-in clinic or a CLSC. RAMQ's own list of where covered services may be received names CLSCs (Centres locaux de services communautaires) alongside medical clinics and hospitals (RAMQ, Obtain information on covered services) — a walk-in clinic (clinique sans rendez-vous) or a CLSC is covered on the same basis as a family-doctor visit, if it bills RAMQ directly for a participating professional's services. A clinician you're meeting for the first time is working from what you can tell them in the room, nothing more — the same limitation as anywhere else in Canada.

A pharmacist. In Quebec specifically, a pharmacist cannot independently start a new Ozempic prescription. Under the Loi 31 reform, a Quebec pharmacist can independently initiate treatment only for a defined list — for example smoking cessation, emergency contraception, an oral contraceptive for up to six months, Lyme-disease prophylaxis, and nausea (Ordre des pharmaciens du Québec, Loi 31 adopted March 2020, in force January 25, 2021) — a GLP-1 like Ozempic is not on that list.

Where a Quebec pharmacist genuinely goes further than most provinces is with a prescription a physician or nurse practitioner already wrote: they can extend ("prolonger") it for continuity of care, and separately substitute a different medication — including across therapeutic subclasses — again for continuity of care (Ordre des pharmaciens du Québec). That cross-subclass substitution authority is broader than what Ontario or BC pharmacists can do with an existing prescription (dose or formulation adaptation, not a full medication substitution).

Alberta is the only jurisdiction in Canada where independent pharmacist prescribing for any Schedule I drug is implemented (CPhA) — Quebec is not that province, notwithstanding its own broader extend/substitute authority described above.
