Public plan: RAMQ public prescription drug insurance plan
In Quebec, prescription drug insurance is mandatory. People who are eligible for a private group plan must join it; everyone else is covered by the public prescription drug insurance plan run by the Régie de l'assurance maladie du Québec (RAMQ). The basic plan, whether RAMQ or a group insurer provides it, follows one list of covered drugs, the *Liste des médicaments*.
On that list, injectable semaglutide (Ozempic, and the generics from Apotex and Dr. Reddy's) is an exception medication (*médicament d'exception*). The plan pays for an exception medication only when the payment criteria set out in Annexe IV of the list are met. For people covered by RAMQ, a prior authorization request on RAMQ's form must be sent first, with any documents RAMQ asks for; a group insurer may require its own prior authorization. The list includes the Ozempic pens up to the 1 mg pen and their generics; the 2 mg pen isn't on it.
The minister decided on June 25, 2026 to list generic semaglutide as an exception medication. Wegovy is not on the list, and INESSS, which advises the minister on listings, has recommended against listing it.
The Novo Nordisk Ozempic Savings Card cannot be used in Quebec.
